North Korea rocket launch plan sparks US threat

North Korea announced Friday it would launch a rocket carrying a satellite next month, sparking widespread condemnation and US threats that it could put much-needed food aid in jeopardy.

The United States, Japan and South Korea said the plan, announced just 16 days after Pyongyang agreed to suspend long-range missile tests in return for the US food aid, would breach a UN ban imposed after previous launches.

And it voiced doubt over whether it could move ahead with providing food aid to North Korea if Pyongyang followed through with its threat.

"Were we to have a launch, it would create obviously tensions and that would make the implementation of any kind of nutritional agreement quite difficult," State Department spokeswoman Victoria Nuland said.

Nuland said that US diplomats told their North Korean counterparts prior to the February 29 agreement that a missile launch would be a "deal breaker."

The surprise deal, under which Pyongyang also promised to freeze its uranium enrichment plant, had raised hopes of eased tensions under the new regime headed by Kim Jong-Un, Kim Il-Sung's grandson, who took over the leadership after his own father Kim Jong-Il died on December 17.

But one analyst said Friday's announcement effectively killed off the agreement, under which the US was to give the hungry and impoverished nation 240,000 tonnes of food over a year.

The last long-range rocket launch on April 5, 2009, also purportedly to put a satellite into orbit, brought UN Security Council condemnation and tightened sanctions.

Pyongyang quit six-party nuclear disarmament talks in protest at the censure and conducted its second atomic weapons test the following month.

The North insists its satellite launches are for peaceful scientific purposes while the US and other nations call them disguised missile tests.

The North said a Unha-3 rocket will launch a home-built polar-orbiting earth observation satellite known as Kwangmyongsong-3.

Repeating its arguments of 2009, it said such satellites assist economic development and are in line with the peaceful use of space.

The launch "will greatly encourage the army and people... in the building of a thriving nation", it added, as it prepares a mass celebration for the April 15 centenary and the young Kim tries to burnish his image as a strong leader.

"A safe flight orbit has been chosen so that carrier rocket debris to be generated during the flight would not have any impact on neighbouring countries," it said.

The North said the rocket would be launched southward from a new site it has been developing at Tongchang-ri in the northwest tip of the country.

The Unha-3 is known outside the North as the Taepodong-3 and is theoretically capable of reaching US territory, said Baek Seung-Joo of the Korea Institute for Defence Analyses.

Kim Yong-Hyun, of Seoul's Dongguk University, said the North would insist its launch was for peaceful scientific purposes and unrelated to the missile test moratorium.

But Daniel Pinkston, Seoul-based analyst with the International Crisis Group, said the announcement means the February agreement with the United States "is pretty much dead".

LOS ANGELES (AP) ? Lindsay Lohan said Wednesday that allegations that her car grazed a man's knee outside a Hollywood nightclub are "a complete lie."

Lohan went straight to her 3 million Twitter followers to respond to the latest in a long-line of car-related troubles for the "Mean Girls" actress and recent "Saturday Night Live" host.

"This is all a complete lie. I've been at community service," Lohan tweeted on her official account. "These false accusations are absurd."

According to police, Lohan's black Porsche was surrounded by paparazzi outside the club at about 12:30 a.m. Wednesday. The man told officers her sports car grazed his knee outside the club.

Lohan drove off and a police report wasn't taken because the man, an employee of the Hookah Lounge near the club, wasn't hurt, Los Angeles police Sgt. Mark Ro said.

The 25-year-old starlet was trying to make a U-turn outside the Wilcox Avenue club.

"Space was tight," the sergeant said, adding that Lohan may have nudged the lounge employee's parked car, believed to be a Corvette, but it wasn't damaged.

"He came out and said, 'Don't hit my car,'" Ro said. "She was making a multipoint U-turn and photographers were in her way."

The sergeant said he didn't know who called police, but Lohan was gone when officers arrived.

"We did not take a report for hit-and-run," Ro said. "We didn't go looking for her."

TMZ.com first reported the incident.

Lohan and her publicist Steve Honig said she was trying to get to a friend's birthday party at the club, but she turned around when she was mobbed by photographers and never got out of her car.

"I attempted to wish a friend happy birthday, which I didn't even get to do because I was freaked out by all of the paparazzi," Lohan said on Twitter.

Honig said she and her Porsche did not make contact with anyone as she left.

"At no point was there ever any indication that her car hit anyone or anything," Honig said in a statement. "We are confident this matter will be cleared up in the next few days."

A phone message was left at the Hookah Lounge several hours before it opened, seeking comment from the man who was allegedly grazed. The call was not immediately returned.

Lohan has a history of bad luck with cars.

A woman claimed in a January lawsuit that she was struck by Lohan's Maserati while walking across a West Hollywood intersection in September 2010. Nubia Del Carmen Preza's lawsuit said she has suffered "disabling and serious personal injuries, pain, suffering and anguish."

Photographer Grigor Balyan also sued Lohan in January, claiming he was struck by a vehicle in which Lohan was riding in January 2010.

During a court hearing last month, a judge praised Lohan on her progress in a long-running drunken driving case.

The former Disney star has been under strict probation guidelines imposed last year, including therapy sessions and weekly stints working at the morgue.

Lohan still had to complete 14 days of work at the morgue and attend five therapy sessions before the judge ends her probation on the 2007 drunken driving case.

Currently, our students participate in the National CIP Art Contest, can choose from a variety of classes through the different colleges, use CIP tech labs which house Apple computers, and in the future, smart boards.

If you are a student who is inspired by the arts, the community of Buffalo, New York provides citizens with many opportunities to get involved with the arts. If you are interested in continuing your education in art, the academic options are endless.

Three current CIP Amherst students take advantage of degree programs including: Daemen College Animation program, and Erie Community College Information Technology Program and Visual Communications Technology Program.

Daemen College Animation Program
?will provide students with much more than a?technical knowledge of Animation. Students will gain a strong foundation in the Fine Arts to support their investigation of story, action, and visual effects. Students in the Animation Program will be trained as artists and thinkers, and will be able to transfer their creative strengths directly into the field of animation.

The program is built around multiple strengths, recognized by animation professionals and?business leaders, including the combination of flexibility and breadth of a liberal arts program; the strong visual skills of a fine arts program; and the technological opportunities presented by upper level, specialized animation instruction. Students will also be provided with specialized technical training in 2D and 3D animation within a fine arts context.?

Georgina: Being a blogger myself I of course adore blogs. Blogging is becoming such a wide spread internet activity. You can pretty much find a blog about anything these days ? and lingerie blogs can be found by the thousand. So if you are prepared to trawl and explore then you can almost certainly come across a blog to suit your needs and taste and will maybe show underwear on a girl who is similar to yourself, thus giving you a realistic idea of what could suit. Models are great but everything looks amazing on them and it is not a true representation of what something could look like on you. Experiment, mix it up, try new things ? shopping online and returning or exchanging items has never been easier. You have to be realistic about your size and shape and what you can wear ? for example, I have learned the hard way that longline bras do not suit me and that balconette bras really do. We can?t all have everything so enjoy those pieces that make you look incredible and do not be disheartened when something doesn?t suit.

Find a bra style that suits you, one that fits your body properly and you are comfortable wearing.

2. Do you recommend that if they are unsure of a product and how it may fit that they contact customer service to get the advice they need?

Georgina: Yes and no. Not all stores are the same but of course a lot will want to make a sale and/or have limited bra knowledge. There are a lot of trustworthy online forums that are quick to give advice and tips and will have no possible ulterior motive. Some stores will be great at helping you but it?s always worth getting a few opinions when you are confused and unsure.

Japan's refusenik farmers tackle nuclear waste

Nobuyoshi Ito watched the explosions at the crippled Fukushima nuclear plant from his hilltop farm, which lies just 30 kilometres away in Iitate village.

Despite being urged to abandon his village, Ito was one of the farmers who refused to leave. Instead, he began to study the effect of radioisotopes on crops. He collected data from 17 rice paddy fields and vegetable patches in his area, which was designated a radioactivity hotspot. He claims that food grown in contaminated soil actually contained relatively low levels of caesium. The highest was just 101 becquerels per kilogram in sweet potatoes - five times below the government's safety limit.

Naoto Matsumura in Tomioka, just a few kilometres from the plant, also chose to remain, but for a different reason. He cares for the animals left behind inside the 20-kilometre evacuation zone.

Distressed by seeing still-tethered cows that had died of dehydration, and knowing that others would be exterminated because of contamination, Matsumura joined forces with Masamichi Yamashita, a Japan Aerospace Exploration Agency (JAXA) researcher working on how to decompose organic waste in orbiting space stations. The pair came up with a simple solution: get the cows to eat the caesium-contaminated grass, and use bacteria to compost their waste and reduce its bulk.

Cows, unlike humans, do not absorb caesium, and it is deposited in faeces, says Matsumura. "By doing this, the cows avoid the guillotine and we can get rid of contaminated grass without human involvement." The waste will still need processing, but the technique could save hundreds of cattle and hectares of currently unusable land. Other farmers are testing how well materials such as zeolite, scallop shells, potassium fertiliser and sea mud can absorb caesium in rice paddies.

Farmer Seiji Sugeno, of Nihonmatsu, about 75 kilometres from Fukushima, is heeding the advice of Masanori Nonaka, an agriculture professor at Niigata University, and ploughing his land to bury the caesium. This traps it in the clay below and makes it less likely to be absorbed by plant roots.

Ito, meanwhile, has noticed a change over winter, because lying snow seems to block radiation. "Since the first snowfall, radioactivity levels on my farm have almost halved," he says.

Canadian Natural posts Q4 profit; raises dividend

(Reuters) - Canadian Natural Resources Ltd posted a fourth-quarter profit, helped by higher production, and Canada's largest independent oil explorer increased its quarterly dividend by 17 percent.

The company, which increased the dividend to 10.5 Canadian cents per share, said it was on track to restart operations at its Horizon oil sands project in Alberta.

Last month, the project was shut due to problems with a fractionator unit. The company had earlier said the plant will not return to full output until mid- to late March.

The extended outage forced it to cut its 2012 production target for the operation to 93,000-103,000 barrels a day from the previous forecast of 105,000-115,000 bpd.

On Thursday, the company said it reduced its planned natural gas capital expenditure for the year by $170 million, which is expected to slash natural gas output by about 20 million cubic feet per day (MMcf/d) and 460 barrels of liquids per day in the year.

Canadian Natural, which has hedged 40 percent of its natural gas production for 2012, expects to produce an average of 1,247 to 1,297 MMcf/d of natural gas in the year.

FOURTH QUARTER BEATS ESTIMATES

Canadian Natural, which operates in Canada, the North Sea and offshore West Africa, earned C$832 million ($830.13 million), or 76 Canadian cents a share, compared with a net loss of C$309 million, or 28 Canadian cents a share, last year.

Excluding unusual items, the company earned 88 cents a share, ahead of analysts' expectations of 86 Canadian cents a share, according to Thomson Reuters I/B/E/S.

Cash flow, a glimpse into the company's ability to fund future operations, was up 31 percent at C$2.16 billion, or C$1.96 a share.

Production rose 2 percent to 657,599 barrels of oil equivalent per day.

The company's shares closed at C$35.14 on Wednesday on the Toronto Stock Exchange. The stock has fallen 8 percent since the start of the year.
